  I think that a real vulnerability scanner can't run on the same machine, because vulnerabilities should be scanned form the outside. There are vulnerability scanners that can test your system from remote, by trying to attack it in all known vulnerabilities discovered to the community. running the scanner on the machine itself is less safe and less accurate in my opinion.
